Monthly Board Meetings
We welcome owners and other residents of The Meadows to attend our monthly board meetings, held the third Wednesday of each month at 8:00 p.m in the clubhouse. If you have an item you would like to address with the board, please contact Jake with Axiom properties to have your item added to the agenda one-week in advance.
The Meadows HOA Annual Owner’s Meeting
March 20, 2024
7 pm
I. Welcome – David Rail, President
II. Review Financials – Troy Davidson, Treasurer
III. Annual Review – Redge Smith, Vice President
i. New grounds maintenance crew hired in 2023
ii. Landscaping improvements are being completed in phases. ie. new bark replaced
in sections, siding replaced, downspout repairs.
iii. Potholes on Countryside Ave were repaired, and new drains were installed.
IV. Community Review – Moni Havelange, Community
Communication Liason
i. Meeting minutes are available on rexburgmeadowshoa.com
ii. Encouraged owners and residents to attend monthly HOA meetings to voice
concerns, opinions, suggestions or communication.
iii. The Meadows Facebook group is a useful community communication tool, but
not to be a replacement for monthly HOA meetings.
V. Looking Ahead, David Rail
i. Entry sign
ii. Drains – the asphalt company that completed the job in 2023 is returning to assess
and improve the deep dip in the road where the new drains were installed.
iii. Parking lot striping, and line striping are to take place this spring, stall numbering
pending decision on parking signs.
iv. Landscaping & cleaning improvement
v. Basketball court, playground improvement. New Basketball hoops have been
ordered and will be installed at the earliest possible. Improvements need to be
made to playground areas, specifically the muddy terrain. Options are being
explored and will be implemented as soon as a course of action has been decided
upon.
vi. Fence repair
vii. Cameras
viii. Regular communication
ix. Review of 5-year plan. 4 years ago, the HOA did not have any money in reserves,
resulting in an increased risk of solvency for the HOA in the event of an accident,
property damage, or other problems that might have required a large expense. Since
dues were increased, the reserve has increased to almost $110,000 which is
available for use in necessary upkeep and in case of emergency.
VI. Open forum for owner questions
i. Benjamin Henderson asked what our current contract or arrangement is with
Axiom Property Management and wondered if we have considered seeking out a
property management company at a lower rate.

iii. Benjamin Henderson asked about requirements listed in CC&Rs in regard to
owners’ who wish to present items to the board for approval vote.
VII. Additional items
i. Pruning trees throughout the property at a rate of $35/hr. Estimated 80-100
hours. Carter will call to get at least 3 bids to compare rates.
ii. A resident suggestion was made to install industrial trashcans throughout the
property. The board voted to add 3 trashcans; 1 at the back playground, 1 at the
middle playground, and 1 at the bus stop.
iii. Two new basketball hoops will be purchased by Carter and installed by Ted.
iv. Janell inquired about putting a 30 gallon outdoor storage box outside her unit in
the rear. The board advised that because of its small size and non-permanent
features, it is okay to use.
