Single Family Units
Family: A group of one or more persons occupying a dwelling unit and living as a single, nonprofit housekeeping unit, provided that at least one of the following situations exist: A) At least one of the group is related to all of the other members of the group within the third degree of kinship; B) The group is divisible into two subgroups, each composed of at least one person who is related to all other members of the subgroup within the third degree of kinship; or C) All such persons are handicapped persons as defined by the Idaho Code Section 67-6531 or in Title VII of the Civil Rights Act of 1968, as amended by the Fair Housing Act Amendments of 1988, or any subsequent amendments to the foregoing regulations.

Pets at The Meadows
Our HOA has made considerable efforts to ensure pet owners and non-pet owners alike are able to enjoy living at The Meadows. In order to ensure a safe, clean, and welcoming atmosphere, the HOA requires the following of pet owners:
- Pets must be kept on a leash at all times when in the Common Areas
- Pets may not be tied up outside and left unattended at any time
- The designated area for pets to use the bathroom is the grassy strip along the west side of Countryside Ave & the rock strip along Sunflower no other area on the entire property shall be used for a pet bathroom
- Feces that are deposited by pets in that area must be picked up and properly disposed of immediately
- Pets are not permitted in the playground areas or on the playground equipment at any time whatsoever
Violators of these rules are subject to fines as outlined:
First Offense: Written or Verbal warning
Second Offense: $100 Fine
Third Offense: $300 Fine
Fourth Offense: Pets Banned
If you suspect or witness a resident violating these regulations, we encourage you to document the violation with a photo or a video, then report it to the HOA as soon as possible. If you feel comfortable speaking with a violater, please inform them in a kindly manner of the rules and refer them to our website for detailed information. If the problem persists, please notify the HOA so that the situation does not escalate.
If you see animals running at large, please call the Rexburg Police Department at 208.359.3000 and ask for the animal control officer, Stephen Buzzell. If he is not available, an officer will be dispatched in his stead in accordance with Section IX of Ordinance 841, "Impoundment Duties of Policemen and Poundmaster." You can also contact them via email at rpd@rexburg.org. (You may also contact the HOA, but the response will not be as timely or effective.)

Parking and Driving Regulations
As a community with commonly-owned property, The Meadows is responsible for upholding the development standards under which The Meadows subdivision was incorporated so far as its common areas are concerned. To that end, the HOA enforces certain rules and regulations concerning PARKING at The Meadows, which apply to any vehicle brought onto the common property, including vehicles belonging to your guests.
The following rules and regulations apply to all residents of The Meadows while on commonly owned property and are strenuously enforced.
NUMBER OF VEHICLES PERMITTED
I. Each townhouse unit is allotted two parking stalls only. Vehicles should be parked inside the lines of a singular stall and not across multiple stalls even if both stalls are allotted to your townhouse.
II. Keeping more than two vehicles on the property is strictly prohibited. Exceptions may be made for public service vehicles. Please contact the HOA to discuss these exceptions.
III. Motorcycles, scooters, mopeds, or other two-wheeled motorized vehicles may be parked parallel to the curb of the resident's designated stall, provided that a car or truck parked in the same stall does not extrude into the roadway so as to block or otherwise obstruct the safe flow of traffic on the roadway.
IV. Motorcycles, scooters, mopeds, or other two-wheeled motorized vehicles belonging to residents may not park in visitor stalls.
TYPES OF VEHICLES PERMITTED
I. Only standard passenger vehicles are permitted at The Meadows.
II. Large trucks (including box trucks, semis, flatbeds, etc.), trailers, and other types of hauling equipment are not permitted except for residential moving purposes; such exceptions should be reported to the managing agent, notifying him/her of the dates that the truck will be on the property, the duration of which shall not exceed three days.
III. RVs, ATVs, boats, and other recreational vehicles of any kind are not permitted anywhere on the property unless they are being kept and/or transported in the bed of an approved pickup truck and are not extruding into the roadway so as to block or otherwise obstruct the safe flow of traffic on the roadway.
Heavy machinery or equipment is expressly forbidden from being brought onto the property except for contracted work that has been approved by the HOA.
All vehicles on the property must be in good operating condition. Repair work and other preventive maintenance may not be done on the property. The only exceptions to this are jump starts and changing flat tires. All other repairs are prohibited, and inoperable vehicles must be towed from the property. All vehicles must be properly licensed and insured.
DESIGNATED PARKING AREAS
I. Parking is only permitted in designated, painted stalls.
II. Residents must park in their own numbered stalls and display a valid permit.
III. Visitors must park in non-numbered stalls. No visitor parking from 2 am to 6 am. For visitors staying later than 2 am or coming earlier than 6 am, residents are responsible for reporting the vehicle information (including make, model, and license plate of the vehicle(s)) to the managing agent. Email: jake@axiompd.com or call 208-516-5600, M-F 9-5. Visitors must obtain a temporary parking pass prior to parking between 2 am and 6 am and display it on the dashboard while parked at the Meadows otherwise, said vehicles may be booted and/or towed, which The Meadows cannot be held responsible for.
IV. Parking is not permitted on sidewalks, grass, landscaped/planter areas or any other areas signed NO PARKING.
ENFORCEMENT
1. Violators of these parking rules and regulations will be booted and/or towed at the owner's expense by All-American Towing of Rexburg 208-351-2844.
II. During spring and fall street sweeping at The Meadows, vehicles that are not moved according to the published schedule (varies each time) will be subject to booting and/or towing by All-American Towing of Rexburg.
If you believe that somebody is out of compliance with parking, please notify the HOA immediately.

A Careless Driving Violation occurs as the result of EITHER of the following:
1. Driving in excess of the posted 10 mph speed limit.
2. Driving in any manner that could endanger person or property.
Those in violation of the above will be subject to a $100 fine.

TV & Internet Service
Cable One does not have lines running to The Meadows; therefore, cable television is not an option. If you would like more channels than what a basic, indoor antenna provides, satellite service (Dish Network & Direct TV) is available only through Big Dog at 208-552-1333. Bog Dog is the only contractor that can install satellite TV service at the Meadows. A LETTER OF APPROVAL is needed for satellite hardware to be installed on building roofs. Please contact Axiom Property Management at (208) 516-5600 or email us for a letter of approval. Antennae installed without approval will be removed at the owner's expense (offsite owners, inform your tenants!).
Internet service is available through:

DSL- Century Link (formerly Qwest).

Littering
Littering at The Meadows is strictly prohibited. This includes leaving garbage by the side of a dumpster, regardless of whether it is full; leaving garbage outside your unit (i.e. back door, porch, etc.), including but not limited to diapers or diaper pails, bagged garbage, and other unauthorized items; littering the common areas with bags, wrappers, packaging, etc.; and leaving mail in the mail room, including on top of the mailboxes. The United States Postal Service (USPS) provides the following guidelines for handling misdelivered mail:
As a subcategory of Littering, The Meadows HOA also encourages residents to report illegal dumping on the property. City Ordinance 765 prohibits depositing refuse in another owner's container. Illegal dumping should be reported directly to the City of Rexburg and, where possible, be accompanied by good documentation (i.e. photos, videos, vehicle identification, or identifying information retrieved from the garbage that was dumped, such as a name, address, or telephone number).
The HOA also encourages residents to report other residents dumping prohibited items, which, if placed in our dumpsters, can lead to additional costs for homeowners at The Meadows. Unauthorized dumping should be reported to the HOA via the website. Again, good documentation (such as the person's name, unit number, phone number, etc.) helps the HOA address the situation promptly and effectively.
Because both problems lead to increased costs for the HOA, it is in everyone's interest to report and curtail illegal dumping and dumping of unauthorized items at The Meadows.
- If the mailpiece is delivered to the wrong location:
- Don't erase or mark over the information, or write any type of endorsement on the mailpiece.
- Place the item back in the mailbox or hand the item back to your mailperson.
- If the mailpiece is delivered to the correct location but the recipient on the mailpiece does not reside at the address:
- Write "Not at this address" on mailpiece.
- Don't erase or mark over the address.
- Provide the mailpiece to your mailperson or drop into a Collection Box receptacle.
- Willfully destroying mail [that was not intended for you] is an act that [may be prohibited by US laws] and may be punishable by the Federal Government.

It shall be a violation for any person to smoke within fifty feet (50) of any structure, or playground equipment within the Meadows. First offence is punishable with written or verbal warning. Second offence is punishable with a $100 fine. Third offence is punishable with a $300 fine.
